Under the rule of Seed, Eden’s Gate has used violence as well as coercion to forcibly convert Hope County’s residents and threatening to keep them from reaching the outside world to get help.

An attempt to arrest the preacher ends with several lawmen dying. The player gets swept into the difference arising between Eden’s Gate Hope County’s remaining residents, who are organising to become a resistance movement.
